Who.exe generates run-time error ‘9’

We use a utility called who.exe to identify the user’s computer for remote access. I have found on a number of machines running Windows 10 that when I execute who.exe I get the following run-time error ‘9’:

I have also discovered that if I run the program “as Administrator” the error does not occur and the program executes. Since this utility is generally intended to be run by users who do not have local admin privileges, it is important that they be able to run it without having to elevate. How can I correct the problem so that the executable will run without having to run as administrator? It seems this must be a permissions problem of some sort but I don’t know how to correct it.
